Peshawar, 09 October 2018- UNDOC in collaboration with the National Counter Terrorism Authority (NACTA), with the support of the European Union organized a 'Threat Assessment Training for Counter Terrorism Department (CTD) Khyber Pakhtunkhwa Police from 8-9 October 2018 at Pearl Continental Hotel in Peshawar.
The workshop brought together participants from the Research and Analysis (R&A) Wing, Cyber Forensic Unit (CFU) of the Counter Terrorism Department of Police to discuss and deliberate upon approaches for developing a mechanism of threat levels and assessment to effectively counter terrorism.

On the first day of the workshop, Mr. Jaffar Khan, Director General Counter Terrorism NACTA and Mr. Syed Arslan, UNODC Advisor welcomed the participants and delivered presentations on their organization's role and mandate in countering terrorism.

Later in the day, experts from UNODC and NACTA made presentation on threat assessment definition and conceptual framework, information gathering sources, and use of advanced technologies for countering terrorism by developing credible threat assessment reports.

A special session was organized on Countering Financing of Terrorism through Investigation which was delivered by Mr. Tariq Pervaiz who is the former Director General of the Federal Investigation Agency (FIA) and the maiden National Coordinator of NACTA. He emphasized on the importance on focusing upon the financial trail of terrorists and their organizations during the investigative stages to deprive them from the required resources needed for carrying-out future terrorism related activities.

The session was followed by a group exercise during which participants reflected and deliberated a mock case-study of a terrorist incident and subsequently developed a hypothetical threat assessment based on the information and facts provided to them. During the course of second day, NACTA presented a national threat assessment model and a template which the Counter Terrorism Department of Khyber Pakhtunkhwa Police can consider adopting for developing threat assessment reports to ensure common standards amongst federal and provincial authorities and to enhance information sharing amongst relevant stakeholders in line with international best practices.

At the closing session, Deputy Inspector General of Police (DIG) Training, Khyber Pakhtunkhwa Police appreciated the efforts of UNODC and NACTA for organizing this important training session and stressed on the need for more training sessions of similar nature, to strengthen the capacity of the specialized units to overcome the challenges posed by terrorism. Upon conclusion of the training session, certificates were distributed amongst the participants.
