Validation Workshop on Public Safety Commissions in Khyber Pakhtunkhwa

17 September 2018 - Under the framework of Pakistan's Action to Counter Terrorism (PACT), UNODC in collaboration with the Home and Tribal Affairs Department of Khyber Pakhtunkhwa conducted a single day Validation Workshop on the baseline study of the Public Safety Commissions at both provincial and district levels in Khyber Pakhtunkhwa which were established under the Police Act 2017.

The Validation Workshop provided an opportunity to present the findings of the report to relevant stakeholders from Public Safety Commissions, Police, Home Department and to members from the civil society with an objective for obtaining their input and feedback. During the opening session of the workshop Mr. Syed Aftab Shah, Director Public Safety Commission welcomed the participants and highlighted upon the importance of this initiative for strengthening the Public Safety Commissions with an aim of fostering a mutual beneficial relationship between police and the people of Khyber Pakhtunkhwa.

The project Advisor of PACT, Mr. Syed Arslan briefed the participants on the role of UNODC in assisting Member States in areas related to countering-terrorism while apprising them on the ongoing initiatives in Khyber Pakhtunkhwa under PACT. The Public Safety Commissions play an important role for ensuring transparency, oversight and accountability and we are glad to see such cross-sectoral engagement especially from female participants present here today added Mr. Arslan.

According to the key findings of the study the establishment and operationalization of the commissions had been delayed combined with lack of resources available to the commissions. In addition to baseline a Terms of Reference (TOR) and Standard Operating Procedures (SOPs) were also presented to the participants for their feedback.

The input which UNODC and Home and Tribal Affairs Department obtained through the Validation Workshop was very useful and would be incorporated into the final draft.
