
During the second half of May 2026, UNODC successfully completed the installation and full operational deployment of four donated x-ray scanners in Montenegro and Serbia. The scanners have been installed at customs post offices in Podgorica, Belgrade, Nis and Novi Sad, strengthening the capacity of customs authorities to detect illicit shipments and enhance the security of postal traffic.
Following the successful completion of a training on the use of x-ray scanners, operators have acquired the knowledge and practical skills required to effectively utilize the equipment in their daily operations. As a result, the scanners have been placed into full operational use.
In the upcoming period, the scanners will be used to screen international and domestic postal traffic, contributing to efforts to prevent the illicit trafficking of firearms, their parts and components, ammunition, as well as other prohibited and illicit items transported through postal channels.

To ensure the sustainable and effective use of the equipment, UNODC will continue providing mentoring support to operators in both countries. This support will be complemented by the further use of training resources developed under Project Hermes, including the Manual on x-ray Image analysis and the online training platform made available to operators.
The initiative forms part of UNODC's broader efforts to strengthen the capacities of postal and customs authorities in the Western Balkans to counter illicit trafficking and improve the detection of high-risk consignments moving through postal services.
By combining modern screening technology, specialized training and ongoing operational support, UNODC continues to assist Montenegro and Serbia in enhancing the security and integrity of postal supply chains and preventing the movement of illicit goods across borders.
