Improved prison reform and alternatives to imprisonment and align legislative/ normative framework, with prison reform policy and established strategy

Year 2010

Activity 1.1: Assessed existing legal framework related to prison reform and alternatives to imprisonment and prepared to ascertain the status of the legislative reforms as the baseline of project activities.

Activity 1.2: Identified relevant criminal legislation related to penal reform and alternatives to imprisonment to be revised and initiate discussions with key stakeholders who remained committed to bringing criminal and penal legislation in compliance with international standards and norms.

Activity 2: Established Working Group on Prison Reform  (PRWG) to promote ownership, harness the ongoing commitment of key stakeholders to the prison reform and monitor progress and convene four meetings of the WG. Working Group meetings provided a forum for ongoing co-operation between local and international actors involved in prison reform in Kyrgyzstan.

Activity 2: Members of the Working Group on Prison Reform (PRWG) discuss key areas of support to be provided by international organizations and local NGOs to further prison reform in Kyrgyzstan and to ensure co-operation among stakeholders.

Activity 2: Members of the Working Group examined key issues including security situation in prisons, treatment and prison conditions for women and juveniles, as well as activities of religious organizations in prisons. Prison Service of Kyrgyzstan presented draft National Strategy for Prison Reform to the Working Group members for consideration and comments.

Activity 2: Members of the Working Group on Prison Reform discuss social support of prisoners - TB patients, HIV, women, juvenile offenders, etc. Participants raised serious concern that more than 90 % of prisoners do not have internal IDs.

Activity 1.2: Facilitated the revision of the Internal Prison Rules of the Kyrgyz Republic to be enforced by the Government Decree  # 604 as of 23 September 2011 through the project.

Activity 1.2: Revised Draft Law on Probation Service of the Kyrgyz Republic developed by prison service. Submitted expert commentary with clear recommendations on improvement of this legislative act to the Prison Service.

Activity 1.2: The Draft Law On Service in the Penitentiary System of the Kyrgyz Republic" developed with technical support of project's legal expert was approved by the Government Decree #715 as of 11 November 2011.

Activity 1.2: Developed expert commentaries to the draft Concept Paper for Legal Reform of the Kyrgyz Republic for 2012-2016 and draft Strategy for the Reform of the Prosecutor's Office of the Kyrgyz Republic were submitted for consideration of key stakeholders.

Activity 3 (F): Upgraded skills and professionalism of senior prison management and general staff,with a comprehensive training sessions on working with life-sentenced prisoners (31 participants, 28 men (90%) and 3 women (10%).

Activity 5: Prepared needs Assessment Mission on the Training Component conducted and Report "Professional Training of Prison Staff in the Kyrgyz Republic: Current Status and Perspectives for Development" to facilitate establishment of modern training system for prison staff.

Activity 3 (B): Enabled senior prison management and general staff to gain necessary strategic planning skills at the Strategic Planning Training (Session 1). Workshop gathered 22 participants, 18 men (82%) and 4 women (18%).

Activity 6: Carried out needs assessment mission to identify challenges ard recommend the development of a policy and strategy for establishing income generating activities in prisons and vocational training as a basis for social reintegration of prisoners.

Activity 3 (B): Finalized senior prison management and general staff prison reform strategy and policy that will guide reforms for 2011-2015 at the Strategic Planning Training (Session 2). Workshop gathered 19 participants, 15 men (78%) and 4 women (21%).

Activity 7: Established Expert Group on Prison Income Generating Activities engaging relevant national stakeholders in development of policy and strategy to establish vocational training and income generating activities in prisons, taking account of needs analysis and recommendations. First meeting of the Expert Group conducted.

Activity 3 ( А ): Increased knowledge of senior prison management on prison leadership and management and explored practical ways in which prison leaders can more effectively implement international standards and norms. Seminar on Prison Leadership gathered 19 participants (100% men).

Activity 3 (E): Delivered Targeted Training Course on Working with Prisoners with Special Needs to enable prison staff to better respond to the needs of prisoners with special needs and promote protection against discrimination and abuse. 59 prison staff participated in the seminar, 38 male (64 %) and 21 female (36 %) participants.

Activity 7: The Expert Group on Prison Income Generating Activities held a special meeting to select income generating activities and prisons in which they would be supported within the framework of the project.

Activity 3 (G):

Upgraded the training skills of twenty-seven teachers of the Prison Service Training Centre by conducting a training of trainers programme (Module 1). Participants learnt advanced approaches to adult learning and gained crucial experience in development of interactive training modules for prison staff. The ToT gathered 27 trainers, 15 male (55 %) and 12 female (45 %).

Activity 3 (C): 24 prison staff participated in the presentation of the first module of the Training Course on Management of Prison Income Generating Activities. It covered topics including  logistics, management efficiency, inventory control, as well as basic accounting and financial management.

Activity 3 (C): 19 prison staff participated in the second module of the Training Course on Management of Prison Income Generating Activities. Participants learned about approaches in planning of the new business initiatives. The training course enabled participants to generate new business ideas and develop business plans. Training also covered topics cash flow, revenue identification, and financial planning.

Activity 3 (D): 23 prison staff participated in an intensive Training Program on Managing Prison Industries designed to enabled participants to run small scale enterprises, establish constructive relationships with outside enterprises and organizations;.

Activity 4: Eight senior prison staff joined a study tour to the United Kingdom. It included visits to prisons with different security regimes, exchanged experience with colleagues, studied key trends in prison staff training, and met with representatives of independent organizations involved in public monitoring of prisons.

Activity 7: Participants at the fourth Expert Group meeting on Prison Income Generating Activities and Vocational Training selected four business projects: (1) soy milk production in Prison No. 2, (2) textile production in Prison No. 2, (3) modernization of bakery in Prison No. 3, and (4) production of metal items in open type prison No. 48. The selection of projects was incorporated into the final business plans which were submitted to the EU for final approval.

Activity 4: Seven senior prison officials participated in a study tour to the Turkish Republic. The visit included management of prison workshops and industries, the successful Turkish prison income generating programme. After completion of the visit, the delegation developed a set of recommendations to develop income generating activities and vocational training in prisons of the Kyrgyz Prison Service.

Activity 3 ( А ): Twenty senior prison managers (25% were women) participated in the second module of the Workshop on Prison Leadership; gained knowledge of prison leadership and management and explored practical ways in which prison leaders can more effectively address current challenges and implement international standards and norms.

Activity 5: Project supported development of the Prison Staff Training Curriculum for 2011-2015. It was endorsed by the Prison Service of the Kyrgyz Republic (Decree # 454 as of 13th October 2011). Curriculum consists of five parts, supplemented with necessary training and reference materials. It defines the topic of training courses, their duration and target group.

Activity 8: EU-UNODC Project signed a Memorandum of Understanding (MoU) with the Prison Service of Kyrgyzstan on implementing an income generating and vocational training component. According to the MoU, three business projects will be supported: (1) Prison No.2: soy milk production (21997 EUR); (2) Prison No.2: textile production (25629 EUR); and Prison No. 3, bakery modernization. (19480 EUR).

Activity 8: European Union did not support fourth business plan "Production of metal items in open type prison No. 48.". EU-UNODC Project requested prison service to announce new competition among open type prisons.

Activity 9: Conducted a needs assessment in preparation for upgrading of sanitary conditions in prisons, Prepared a refurbishment report, including a cost projections, to improve water, sewage, heating and sanitary facilities was prepared for four selected prisons. (# 1, 8, 16 and 47).

Activity 9: UNODC signed a Memorandum of Understanding with the Prison Service of Kyrgyzstan on implementation of the refurbishment component of the EU-UNODC Prison Reform Project.

Communication and visibility

Activity 10: A first press briefing at which the UNODC Regional Representative for Central Asia Masood Karimipour attracted journalists from a variety of media outlets. Mr. Karimipour shared the information on UNODC's prison reform programs worldwide and the results of the EU-UNODC prison reform project in the Kyrgyz Republic.

Activity 10: Representatives of the Kyrgyz Prison Service, the EU, and UNODC presented a wide-ranging overview of issues related to prison reform for representatives of the media during a second press briefing.

Activity 10: Three winners were selected from 29 submitted written articles and three TV programmes as part of a competition among journalists reporting on prison reform issues. The winners were selected by an independent jury consisting of representatives from the EU, project team, NGOs, the Prison Service, and Presidential Administration. All three winners were awarded valuable prizes at a press briefing.

Activity 10: A third Prison Service press briefing focused on the need to establish income generating activities and vocational training in prisons as an important component of social rehabilitation of prisoners.

Activity 10: A photo exhibition entitle "Parallel" was organized to increase public awareness about the Prison Service of the Kyrgyz Republic. Three photographers: Alessandro Scotti (Italy); Alimjan Zhorobaev (Kyrgyzstan) and Maxim Shubovich (Kyrgyzstan) presented their photo collections on everyday life in prisons. The photographers took more than 600 images. A joint commission composed of representatives from the Prison Service of the Kyrgyz Republic and project staff selected 158 images which were presented at the exhibition.

Activity 10: A fourth press-briefing focused on the launch of Prison Staff Training Curriculum for 2011-2015. The presentation included representatives of the Prison Service, the EU and UNODC as well as Dr. Shane Brayns (United Kingdom) and Mr. Vitolds Zahars (Latvia), both international prison experts who shared their views on the new prison staff training curriculum.

Activity 10: The Project Steering Committee approved promotional and visibility items for production and dissemination to beneficiaries of the project.

Activity 10: Ten radio 5 min. programs about the role and function of the Kyrgyz Prison Service were broadcasted in Kyrgyz and Russian languages on  "Kyrgyzstan Obondory" and "Russkaya Volna" radio stations. The programs featured a variety of stories of people on both sides of the bars to promote better understanding among the general public.

Monitoring and Evaluation

First Monitoring Mission: The first monitoring mission of the EU-UNODC Prison Reform Project was conducted by independent evaluator in accordance with rules on monitoring of projects funded by the EU. The monitoring report granted the following grades to components of the program implementation: Project received the following grades:

Second Monitoring Mission: Conducted second independent monitoring mission nine months after the first mission. Mission report concluded that project implemented all recommendations made during the first monitoring mission in November 2010.  By the results of the second mission project received  following grades:

Project Steering Committee (PSC) was established with responsibility for policy guidance, monitoring and coordination among all institutions and groups involved in support to prison reform in the Kyrgyz Republic.

November 2010

First meeting of the PSC reviewed prison reform project progress for the period from December 2009 to December 2010. Members of the PSC presented recommendations for improvement of project implementation.

09 December 2010

Second meeting of the Project Steering Committee analysed the implementation of recommendations made at the first meeting of the PSC. All recommendations were implemented by the project team. A progress report for the period of January-March 2011 was presented to members of the PSC.

22 March 2011

 

The third meeting of the PSC reviewed project progress report for the period April-June 2011. PSC members focused on implementation of projects activities related to development of income generating activities and capacity building of prison staff. Progress report was approved by the PSC and a set of recommendations was developed for project team.

23 June 2011

Fourth meeting of the Project Steering Committee finalized the project implementation results for July-September 2011. The PSC reviewed the implementation of three components of the project (Communication and Visibility Action Plan, Improvement of Sanitary Conditions, and Reform of the Legislative Framework).
