Advancing effective policy and legal frameworks
|
Effective firearms control and efficient responses to the illicit trafficking of firearms and related commodities require the adoption of adequate institutional and legislative frameworks at national and regional levels.
The legislative and policy development work is the first pillar of the Global Firearms Programme’s (GFP) integrated approach to addressing firearms-related crimes.
Since its creation in 2011, the GFP has promoted the ratification and implementation of the UN Organized Crime Convention and the UN Firearms Protocol, alongside other global and regional legal instruments on arms.

Regional harmonization
|
We have supported efforts to harmonize regional legislative tools and adopt national and regional action plans against the illicit weapons trade.
We have encouraged the creation of regional dialogue platforms, including meetings and conferences. We have also facilitated the development of comparative analyses to identify gaps and opportunities in addressing firearms trafficking at the regional level.

Aligning national laws with international standards
|
The Programme has provided legislative help to countries to align their laws and regulations with the Organized Crime Convention and the Firearms Protocol.
When providing this assistance, GFP considers other instruments on conventional arms, including the UN PoA, ITI, ATT, OAS CIFTA Convention and the ECOWAS Convention, as well as instruments and policies on criminal justice, such as national criminal codes.
The GFP’s legislative support involves the active participation of countries. This process begins with Member States conducting a self-assessment of their legislation using questionnaires developed by UNODC.
This information is essential for the GFP's legislative assessment reports, gap analyses and recommendations for strengthening countries’ laws on firearms and other conventional weapons.
The Programme offers tailored assistance with drafting legislation. Additionally, it has developed several legislative tools to help countries ratify the UN Firearms Protocol and strengthen their domestic legal frameworks.
