The Economic and Social Council, Having been informed by the Commission on Narcotic Drugs that the international illicit traffic in narcotic drugs has increased dangerously, Requests the Secretary-General: (a) To advise governments that this baneful trade cannot be combated successfully by national efforts alone, and that international co-operation is essential; (b) To urge governments to take immediate steps, if they have not already done so, to adopt the practice of direct communication between national administrations controlling the illicit traffic; if, within a country more than one department exercises control thereof, the government concerned shall determine the channel through which such communication is to be conducted; and (c) To ask governments to review their preventive systems with a view to ensuring that their preventive organizations are adequate to combat the illicit traffic within their territories. 27 May 1952
