Cybercrime

THE CHALLENGE

There is no international definition of cybercrime. In general terms, cybercrime can be described as cyber-dependent crimes and crimes facilitated through information and communication technologies.

Cyber-dependent crimes require an ICT infrastructure and are often typified by the creation, dissemination, and deployment of malware, ransomware, attacks on critical national infrastructures (e.g., offline overloading it with data [a Distributed Denial of Service attack]) or accessing confidential customer data.

Crimes facilitated through information and communication technologies can occur both online and offline. Examples include online fraud, online child sexual exploitation, human trafficking, etc.

WHAT DO WE DO?

Considering the scale of cybercrime risk, the specialized areas involved in and affected by these types of crimes, and the various capacities of Member States to counter it, the Global Program promotes the development of sustainable and long-term capacities to prevent and counter cybercrime by supporting national structures.

The program integrates a package of services ranging from prevention to adjudication of crimes; from detection to presenting digital evidence in court; collection and analysis of evidence; support for investigation, prosecution, and sentencing; in both cyber-dependent crimes and those facilitated through information and communication technologies, including online child sexual abuse and exploitation and the illicit use of virtual assets.

Specifically, UNODC relies on its specialized experience in criminal justice system response to provide technical assistance in capacity development, normative assistance, prevention and awareness-raising, cooperation, and research and analysis on cybercrime trends.

These areas of intervention are delivered through a holistic programmatic approach: capacity development/technical assistance, cooperation, normative assistance, legal framework.

Programmatic Approach

The structure and approach of the Program are designed to enable a comprehensive, long-term, and holistic approach to preventing and combating cybercrime in countries. The modular design aims to provide a comprehensive programmatic approach that can be implemented at the country level while incorporating a regional and global perspective.

Global Programme on Cybercrime

The Program supports Member States in countering and preventing cybercrime through the specific implementation of activities within complementary programmatic pillars. Activities in the four pillars support each other's impact and can be executed simultaneously or independently, depending on the circumstances.

Capacity Development

The Global Program on Cybercrime supports the process of strengthening the skills, knowledge, capabilities, and resources of justice sector institutions to counter and prevent cybercrime.

Regulatory Framework Support

The Global Program provides normative and legal assistance to Member States and other stakeholders to prevent and counter cybercrime by establishing standard operating procedures, guidelines, and legislation aligned with applicable international practices and standards.

Cooperation

The Global Program fosters collaborative relationships between Member States and the private sector at national and international levels to enhance the efficiency and effectiveness of the criminal justice response.

Prevention

The Global Program increases awareness of cybercrime risks among society for better use and interaction with technology and the Internet.

Areas of intervention

Cyber Investigations: Working to develop and strengthen the skills and capabilities of criminal justice professionals and law enforcement officials on how to prevent, disrupt, investigate, prosecute, and adjudicate cyber-dependent crimes and those facilitated through information and communication technologies.
Online Child Sexual Abuse and Exploitation: Coordinating detection and response among all actors to cases of online child sexual abuse and exploitation and child sexual abuse material, ensuring a victim-centered approach.

3. Digital Forensic Analysis: Working to develop and strengthen the skills and capabilities of criminal justice professionals to identify, seize, process, preserve, and report digital evidence.

4. Digital Evidence: Working to develop and strengthen the skills and capabilities of criminal justice professionals to identify, understand, request, analyze, preserve, and present digital evidence.

5. Virtual Assets: Recognizing the unique characteristics of virtual assets, working to develop and strengthen the skills and capabilities of criminal justice professionals and law enforcement agents to investigate, track, and analyze virtual assets.

6. Prevention: Working to educate individuals on the safe use of technology to mitigate the risks of becoming victims of crimes.
