The structure and approach of the Program are designed to enable a comprehensive, long-term, and holistic approach to preventing and combating cybercrime in countries. The modular design aims to provide a comprehensive programmatic approach that can be implemented at the country level while incorporating a regional and global perspective.
Capacity Development
The Global Program on Cybercrime supports the process of strengthening the skills, knowledge, capabilities, and resources of justice sector institutions to counter and prevent cybercrime.
Regulatory Framework Support
The Global Program provides normative and legal assistance to Member States and other stakeholders to prevent and counter cybercrime by establishing standard operating procedures, guidelines, and legislation aligned with applicable international practices and standards.
Cooperation
The Global Program fosters collaborative relationships between Member States and the private sector at national and international levels to enhance the efficiency and effectiveness of the criminal justice response.
Prevention
The Global Program increases awareness of cybercrime risks among society for better use and interaction with technology and the Internet.

5. Virtual Assets: Recognizing the unique characteristics of virtual assets, working to develop and strengthen the skills and capabilities of criminal justice professionals and law enforcement agents to investigate, track, and analyze virtual assets.
6. Prevention: Working to educate individuals on the safe use of technology to mitigate the risks of becoming victims of crimes.
