In this Tool, the following indicators may be useful for investigators, front-line officers medical professionals, anti-trafficking stakeholders, and a host of other actors confronted with situations in which organs are to be removed or have been removed in violation of transplant laws and donor’s rights.
The indicators could assist in determining the modus operandi of potential criminal offenders, identifying donors/recipients/victims and other participants, the existence and/or the use of fraudulent documents, the transfer or transportation of victims, potential financial flows associated with the illicit organ removal, and indicia of corruption or /and abuse of power.
