UNODC's Organized Crime and Illicit Trafficking Branch is comprised of three mutually reinforcing sections: the Conference Support Section (CSS), the Implementation Support Section (ISS) and the Human Trafficking and Migrant Smuggling Section (HTMSS).
The Conference Support Section
The CSS takes primary responsibility for the Branch's normative work. It serves as the Secretariat to the Conference of the Parties to the to the Organized Crime Convention and the Protocols thereto. CSS also implements activities related to new and emerging forms of crime, such as inter alia cybercrime and trafficking in cultural property, and supports international policy dialogue. Furthermore, CSS assists States in translating the provisions of the Organized Crime Convention and its Protocols into national legislation and transposing the specific thematic expertise, knowledge and best practices of the specialized units of the ISS and the HTMSS into global policy development and legal frameworks.
The Implementation Support Section
The ISS is comprised of units with focused expertise in three specific areas: Organized Crime, Law Enforcement and Money Laundering. These units oversee the global technical assistance activities of UNODC Programme Offices, manage global programmes in support of the implementation of the Organized Crime Convention and its Protocols, and provide expertise to the international policy dialogue in close coordination with CSS.
The Human Trafficking and Migrant Smuggling Section
The HTMSS coordinates all of UNODC's work and expertise on trafficking in persons and smuggling of migrants. The section oversees the related technical assistance activities of UNODC Programme Offices through global programmes in support of the implementation of the two Protocols. The section also coordinates UNODC's support of the Inter-Agency Coordination Group against Trafficking in Persons (ICAT), UN.GIFT, the Global Migration Group (GMG) and the United Nations Trust Fund for Victims of Trafficking in Persons.
