UNVTF was established by the United Nations General Assembly in 2010 as part of the United Nations Global Plan of Action to Combat Trafficking in Persons. The fund is victim-centred and aims to provide essential humanitarian, legal and financial aid to victims of trafficking in persons through established channels of assistance. Since 1994, UNODC has received a contribution from the Drug Abuse Prevention Centre (DAPC) of Japan to support drug prevention activities by non - governmental organisation in low and middle-income countries. Grants have been disbursed globally every year since. This project falls under the thematic programme of addressing health and human development vulnerabilities in the context of drugs and crime.
The objective of this Grants programme is to strengthen the capacity of civil society to prevent drug use globally using evidence-based substance use prevention interventions with a focus on youth.

UNODC Pakistan in collaboration with the National Counter Terrorism Authority (NACTA) have launched a Call for Proposals aimed at fostering collaborative efforts in preventing and countering violent extremism.
