The 26th meeting of the Heads of National Drug Law Enforcement Agencies (HONLEA), Latin America and the Caribbean was held at the Economic Commission for Latin America and the Caribbean (ECLAC) in Santiago de Chile, from 3 to 7 October 2016.
More than 80 participants from 25 States members of HONLEA discussed the major regional trafficking trends and effective countermeasures, international cooperation and technical assistance.The meeting covered a wide range of issues, and included three working groups on:
(a) Regional and international initiatives to combat trafficking;
(b) Comprehensive and balanced drug-related policies through cooperation and coordination mechanisms among domestic authorities at all levels;
(c) Countering illicit traffic in new psychoactive substance, amphetamine-type stimulants, including methamphetamine, and precursors.
An additional, UNGASS-related working group was held on "Mainstreaming gender perspectives in drug-related policies and programmes: a gender-responsive approach to addressing the world drug problem".
The meeting was very productive in discussion and provided interesting elements on the nature of the drug problem in the region from the perspective of Chiefs of anti-narcotics police and other drug control authorities. A series of recommendations were adopted that will be brought to the consideration of the Commission on Narcotic Drugs at its next session in 2017.
Delegations also discussed how they could contribute to the follow up to the 2016 Special Session of the General Assembly on the World Drug Problem, drawing on the regional experiences, with a view to ensuring the implementation of the recommendations contained in its Outcome document.
