Twenty-ninth Meeting of Heads of National Drug Law Enforcement Agencies, Latin America and the Caribbean (HONLAC)

Lima, 7-11 October 2019

The Twenty-ninth Meeting of Heads of National Drug Law Enforcement Agencies, Latin America and the Caribbean was held in Lima, Peru, from 7 to 11 October 2019. The meeting was attended by representatives of 16 ECLAC Member States plus observers from the Russian Federation and South Africa. The EU and the OAS also attended the meeting.

The meeting covered a wide range of issues and included four working groups focusing on: (a) Intelligence-led policing based on criminal intelligence collection, collation, analysis and sharing at the national, regional and international levels; (b) Understanding the modi operandi and activities of organized criminal groups involved in drug trafficking; (c) Improving the capacity of countries to detect emerging drug threats through early warning; (d) Expanding the scope of national illicit crop monitoring systems: experiences and opportunities.

The recommendations adopted by the meeting will be brought to the consideration of the Commission on Narcotic Drugs at its 63 rd session in March 2020.
