The Impediments to the accessibility to and availability of controlled medications, recognised by the 2015 INCB Report include:

  1. Limited financial resources
  2. Problems in sourcing from industry/imports
  3. Fear of diversion into illicit channels
  4. Fear of criminal prosecution/sanction
  5. Lack of awareness/training among members of the medical profession regarding the rational use of narcotic and psychotropic substances
  6. Onerous regulatory framework for the prescription of narcotic and psychotropic substances for medical use
  7. Fear of addiction
  8. Cultural attitudes towards the treatment of pain and mental health disorders
  9. Control measures applicable to international trade, such as requirements for import and export authorisations
  10. Action by the board
