UNODC Strengthens Counter-Terrorism Criminal Justice Capacities in Uzbekistan

Terrorism continues to pose security risks to Central Asia and requires more legally comprehensive and adaptive approaches to the criminal justice response.

To support Uzbekistan in enhancing the capacities of law enforcement practitioners in combating terrorism while upholding human rights principles, UNODC held a training seminar on the legal and criminal justice aspects of countering terrorism in Tashkent on 24-25 May 2023. The event was part of the EU-funded project "Strengthening the Legal Regime against Terrorism in Central Asia."

The seminar gathered participants from several institutions in the country. The event provided criminal justice practitioners with the knowledge and skills to navigate complex legal issues related to counter-terrorism in the context of international law including international human rights law, international humanitarian law, as well as international criminal law.

The workshop also included sessions focusing on challenges resulting from the current security, counter-terrorism, and extremism frameworks that are operational in Uzbekistan. The participants discussed best practices and lessons learned from other countries and regions in addressing these challenges.

The event was opened by H.E. Charlotte Adriaen, EU Delegation Ambassador to the Republic of Uzbekistan, and H.E. Ashita Mittal, Regional Representative of UNODC’s Regional Office Central Asia, who highlighted the importance of UNODC's work on terrorism prevention and its cooperation with Uzbekistan.

The training seminar was part of UNODC's efforts to assist Uzbekistan in implementing its obligations under relevant international legal instruments on counter-terrorism, such as the UN Global Counter-Terrorism Strategy and the Secretary-General's Plan of Action to Prevent Violent Extremism. It also aimed to strengthen national capacity of criminal justice practitioners of Uzbekistan to deal with terrorism-related cases in accordance with comprehensive international legal frameworks.
