The Heads of National Drug Law Enforcement Agencies (HONLEA), Asia and the Pacific, convened for their 41st meeting from 29 to 30 November 2017, at the seat of the UN Economic and Social Commission for Asia and the Pacific in Bangkok.
Almost 100 participants from the law enforcement, foreign affairs and health sectors discussed the status of drug control and treatment in the region and adopted a number of expert recommendations, which will be submitted to the sixty-first session of the Commission on Narcotic Drugs (CND) in 2018 for its consideration.
The working groups, held during the Meeting, focused on the role of the Internet in addressing drug trafficking and abuse; measures to counter the illicit manufacturing of, the diversion of and trafficking in precursors; and effective measures for coordinating border management strategies. A post-UNGASS working group on practical measures tailored to the specific needs of children and young people to prevent and treat drug abuse among them and to address their involvement in drug-related crime, including cultivation and trafficking, was held as well.
The 41st Meeting of HONLEA, Asia and the Pacific, also considered the follow-up to the special session of the General Assembly on the world drug problem, held in April 2016, in view of the request made by the Commission on Narcotic Drugs, in its resolution 56/10, to the meetings of the subsidiary bodies of the Commission to contribute to the monitoring of the implementation by Member States of the Political Declaration and Plan of Action at the regional level by discussing regional views on progress made in that regard.
