The Subcommission on Illicit Drug Traffic and Related Matters in the Near and Middle East came together for its 51th meeting in Riyadh (Saudi Arabia) from 20 to 24 November 2016. The conference was attended by representatives of 14 Near and Middle East States, observers from Australia, Germany, the Russian Federation, the US, as well as the Gulf Criminal Information Centre to Combat Drugs, the Arab Interior Ministers Council, Interpol and the Naif Arab University for Security Sciences.
The meeting covered a wide range of issues and included three working groups focusing on strengthening cooperation and coordination against trafficking; current trends and modus operandi in the trafficking of amphetamine-type stimulants (ATS), new psychoactive substances (NPS) and pharmaceutical preparations; and, comprehensive and balanced drug-related policies through cooperation and coordination mechanisms among domestic authorities at all levels.
In addition, a cross-cutting, post-UNGASS related working group discussed practical measures tailored to the specific needs of children and youth to prevent drug abuse and to facilitate consideration of the needs of underage drug offenders with regard to the criminal justice system.
The meeting suggested a well-established culture of co-operation between law enforcement and drug control agencies in the region, that translated into exchanging information and best practices the planning of joint operations and bilateral agreements. The recommendations adopted by the meeting will be brought to the consideration of the Commission on Narcotic Drugs at its 60th session in March 2017.
