Asuncion, Paraguay, 13-15 September 2022 - A workshop was organized by the UNODC’s Firerarms Trafficking Section to draft the standard operating procedures (SOPs) for the creation of an Integrated Firearms Center in the Republic of Paraguay.
The workshop was organised within the framework of the Global Firearms Programme (GFP) that aims at countering illicit arms trafficking through a holistic approach integrating various aspects such as legislation, security, criminal justice response and international cooperation.
The workshop was attended by the representatives of the National Directorate of War Materials (DIMABEL), the Public Ministry, the National Customs Directorate, the National Police, the National Anti-Drug Secretariat (SENAD) and the Ministry of Foreign Affairs, which in March 2022 created a working group aiming at drafting the SOPs and potential creation of an integrated firearms center in the country.
The SOPs regulate the composition, the objectives, the roles and responsibilities of the members of the Integrated Firearms Center in Paraguay as well as the way in which it would work.
The Integrated Firearms Center would contribute to the development and enhancing of national capacities to monitor and analyse illicit firearms trafficking flows, to identify threats and risks in the areas of firearms-related crimes, and the use of firearms by organised crime groups and terrorists and other armed activities providing a more efficient operational response by the participating institutions.
