Format
The plenary and any night meetings will be held in person, bearing in mind that the plenary meetings will be webcast on the website of UN WebTV in the six official languages of the United Nations. Meetings of the Bureau, the Consistency Group and open-ended informal meetings that take place in parallel to the plenary meetings can be held in hybrid format.
Meeting times
The meetings of the concluding session will be held from 10:00 a.m. to 1:00 p.m. and from 3:00 p.m. to 6:00 p.m. New York local time.
Venue
The plenary meetings will be held in Conference Room 3 at UNHQ which has the capacity to accommodate two delegates for Member States, Holy See, Palestine and the European Union. The meeting room can accommodate one delegate per multi-stakeholder organization on a first come, first served basis. There will be a seat reserved with a general “Stakeholder” nameplate for stakeholders without designated seats to take the floor.
Information on funds to facilitate the travel of Member States delegates to this meeting is available on this page.
The Ad Hoc Committee secretariat does not have funds available to support the travel of delegates from organizations.
The organization of side events and the participation therein is the responsibility of the organizers. The secretariat would like to support by publishing the information on the events on the website of the Ad Hoc Committee, as provided by the organizers including the information of the focal point for any queries. To make information on their event available, organizers will be able to complete a request form on this page closer to the time of the meeting.
Registration for the meeting will be done through the self-registration platform Indico. The registration process will be open from Tuesday, 2 January to Friday, 26 January, 6 p.m., New York time.
Participants are kindly asked to register through their personalized Indico account. A video tutorial on how to create an account and sign up for an event can be found here. Frequently asked questions on Indico can be found here.
Permanent Missions may designate an Indico 'Focal Point'. See more information here.
Visa support letter
If requested by a Permanent Mission, the secretariat may issue a visa support letter to Member State delegates. Permanent Missions are asked to contact the secretariat with an official note verbale at cybercrimeahc@un.org no later than three weeks before the date of arrival.
When requesting the visa letter for meeting participants kindly provide the following:
Note that Member States delegates should apply for G-type visas and multi-stakeholders can apply for C-2 visas. Both types are exempt from fees. The United Nations cannot assist if delegates and other participants choose to obtain other types of visas.
Please note that approval of the registration in Indico does not automatically generate a ground pass. Participants should follow the steps below to obtain ground passes.
Passes for members of official delegations to all meetings at Headquarters on the official calendar are authorized by the Protocol and Liaison Service (tel.: 212-963-7181) and processed by the Pass and Identification Unit, whose office is located at 320 East 45th Street (FF Building). Guidelines on eRegistration and answers to frequently asked questions can be found on the Protocol and Liaison Service website (https:// www.un.org/dgacm/en/content/protocol). Permanent Missions in New York are responsible for providing information that enables delegates to obtain their pass at the Pass & Identification Unit.
Intergovernmental organizations (accredited to the United Nations as observers) that do not have offices in New York should follow the procedure specified under “Guidelines for intergovernmental organizations away from New York”, which are posted on the Protocol and Liaison Service website (https://www.un.org/dgacm/en/content/protocol), under “Meetings”.
Non-governmental organizations in consultative status with the Economic and Social Council are kindly asked to follow the guidance of the NGO Branch, DESA, who approves requests for UN ground passes from ECOSOC-accredited NGOs. For more information visit https://csonet.org/?menu=86.
Other interested relevant non-governmental organizations, civil society organizations, academic institutions and private sector organizations (as per paragraph 9 of General Assembly resolution 75/282), which were approved by the Ad Hoc Committee (see Annex I to document A/AC.291/6) need to register their delegates in Indico by Monday, 22 January 6 p.m. New York time, indicating in the Indico registration system that they require a ground pass to enter the meeting venue. The secretariat to the Ad Hoc Committee will provide these ground passes. More information about the collection of ground passes will be provided closer to the time of the meeting through the Ad Hoc Committee website and by email to registered participants.
Information for members of the press who would like to attend the concluding session can be found here. The accreditation of press is handled by the United Nations Media Accreditation and Liaison Unit, and not by the Ad Hoc Committee's secretariat.
Please contact cybercrimeahc@un.org if accessibility accommodations are required, including to arrange to borrow any equipment or assistive devices from the Accessibility Centre. A map of UNHQ with accessibility information is available here. Every effort will be made to facilitate reasonable advance requests.
Delegations are encouraged to send any statements, if they are prepared in advance, in soft copy, to estatements@un.org and cybercrimeahc@un.org clearly indicating the name of the meeting and the agenda item in the subject line of the email and at the heading of the statement, well in advance and preferably at the latest two hours before delivery, in order to facilitate a smooth interpretation of their statements into the six official languages of the United Nations.
Delegations wishing to submit proposals must use the e-deleGATE platform, where there is a specific module for the Ad Hoc Committee (proposals and sponsorship). Member States delegates should request their Permanent Mission in New York to grant access to e-deleGATE if they do not already have it.
Sponsorship for proposals will only be accepted through the e-deleGATE platform.
Detailed instructions on how to submit or co-sponsor proposals is available here. A template for proposals is available here.
