Partnerships and cooperation with sport actors are instrumental in amplifying the contribution of sport to the 2030 Agenda and the Sustainable Development Goals, including Sustainable Development Goal 16 on just peace and inclusive societies and institutions.
Several UN frameworks encourage relevant stakeholders to advance the use of sport as a vehicle to foster sustainable development, to strengthen multi-stakeholder partnerships, and encourages Member States and other stakeholders, including international sports federations, organizers of sport events, sports clubs and leagues, to continue and intensify their support for the work of the United Nations system. This includes the establishment of innovative partnerships to advance policy and programme development in the field of sport for development and peace. Similarly General Assembly Resolutions A/RES/74/170 and A/RES/76/183 on “Integrating sport into youth crime prevention and criminal justice strategies” called on Member States to strengthen cooperation with sport organization, and examine, also with the support of UNODC, effective ways and means of integrating sport into youth crime prevention frameworks.
Furthering the synergies between the UN system’s priorities and the Olympic movement, the “Sport against Crime: Outreach, Resilience, Empowerment of at-risk youth” (SC: ORE) programme is a joint UNODC/IOC initiative to strengthen cooperation on youth violence and crime prevention and leveraging sport’s contribution to the achievement of the Sustainable Development Goals.
SC: ORE seeks to support the effective use of sport in the context of youth violence and crime prevention, enhance the role of sport and of the sport sector in this regard, promote multisectoral approaches and partnerships, including between the sport and criminal justice sectors, and build knowledge on evidence-based programming in this area.
In doing so, SC:ORE envisages the development of policy and technical tools, the delivery of policy events and capacity building and training activities for policy makers and front-line professionals, the implementation of community outreach and awareness raising events and the design and implementation of pilot projects in selected countries.
SC:ORE builds on the UNODC “Line Up Live Up” programme, as well as the IOC “Olympic Education Values Programme (OVEP)’ and contributes to the realization of strategic priorities set in UNODC Strategy 2021-2025 and the Olympism 365 Strategy , which are placing the realization of sustainable development goals and the welfare of people and local communities at the centre.
UNODC and IOC, through the “Sport against Crime: Outreach, Resilience, Empowerment – SC:ORE” programme, are joining forces to
explore innovative approaches and design model interventions including through the use of urban sport
enhance the role and capacity of the sport sector, as well as other relevant sectors in this regard
support multisectoral approaches and partnerships
build knowledge on evidence-based programming in this area with a focus on at-risk youth and those in contact with the law, to support reintegration and social inclusion.
