In line with the methodology proposed by the Committee Chair for conducting of work by the Ad Hoc Committee at its fourth session, and the revised methodology for the fifth session, co-facilitated informal negotiations, open to Member States and non-member observer States, were held in person and online from the fourth to the the end of the fifth session, through MS Teams, in English only. For details on each co-facilitated informal negotiation group, please see below.
This co-facilitated informal negotiating group focused on cluster 3 (article 15 on violation of personal information and article 16 on identity-related offences), cluster 4, (article 17 on the infringement of copy-right) and cluster 6 (article 22 on the involvement of minors in the commission of illegal acts and article 23 on the encouragement of or coercion to suicide) of the consolidated negotiating document.
Ms. Briony Daley Whitworth, Director, Cyber and Tech Multilateral Engagement, Ministry of Foreign Affairs of Australia, and Vice-Chair of the Ad Hoc Committee, and Ms. Platima Atthakor, Head, Human Security Section, Ministry of Foreign Affairs of Thailand, were the co-facilitators of the group.

This co-facilitated informal negotiating group focused on cluster 8 (article 26 on incitement to subversive or armed activities, article 27 on extremism-related offences and article 28 on denial, approval, justification or rehabilitation of genocide or crime against peace and humanity) and cluster 9 (article 29 on terrorism-related offences, article 30 on offences related to the distribution of narcotic drugs and psychotropic substance, article 31 on offences related to arms trafficking, and article 32 on the illegal distribution of counterfeit medicines and medical products) of the consolidated negotiating document.
H.E. Mohamed Hamdy Elmolla, Ambassador and Permanent Representative of Egypt to the United Nations, Vienna, and Vice-Chair of the Ad Hoc Committee, and H.E. Engelbert Theuermann, Cyber Ambassador, Federal Ministry for European and International Affairs of Austria, are the co-facilitators of the informal negotiating group.

This co-facilitated informal negotiating group focuses on article 2 on use of terms of the consolidated negotiating document. As agreed by the Ad Hoc Committee at its fifth session, the group will continue its work beyond the fifth session.
H.E. Mr. Rapulane Sydney Molekane, Ambassador and Permanent Representative of South Africa to the United Nations, Vienna, and Mr. Eric Do Val Lacerda Sogocio, Counsellor, Permanent Mission of Brazil to the United Nations, Vienna, and Vice-Chair of the Ad Hoc Committee, are the co-facilitators of the informal negotiating group.

Group C met in the intersessional period on 20 February 2023, 28 March 2023 and 30 March 2023. The latest version of the working document for Group C is available here (status: 18 April 2023). In addition, the co-facilitator's proposal is available here.
This co-facilitated informal negotiation focused on articles 40, 47, 48 and 49 of the consolidated negotiating document during the fourth session. The group will continue its work during the fifth session with the addition of articles 73 and 74.
Mr. Syed Noureddin Bin Syed Hassim, Deputy Permanent Representative of Singapore to the United Nations, Vienna, and Ms. Andrea Martin Swaby, Senior Deputy Director, Public Prosecutions of Jamaica, were the co-facilitators of the informal negotiation.
