Promoting integrity, transparency and accountability in the public sector is an important aspect of UNCAC Chapter II that is related to the prevention of corruption. In particular, Articles 7 and 8 of the Convention address in detail questions related to transparency and accountability in the public sector. The systems and measures States are required to introduce or consider may require new legislation or amendments to existing laws, in accordance with the fundamental principles of their legal systems.
In addition to public procurement, public sector integrity is a recurring priority area in the four regional platforms. Participating States reported facing challenges in implementing the provisions of the Convention notably related to asset declarations, conflicts of interest as well as in undertaking corruption risk assessments and establishing a strong risk management system. Access to information and the participation of society in decision-making processes have also been identified as areas of interest.
To address these gaps and challenges, UNODC provides a wide range of activities to support countries of the platforms in developing or establishing an effective asset disclosure system, establishing effective procedures for managing conflicts of interest including through asset declaration mechanisms and in promoting the development of access to information laws and the introduction of open data and e-government tools. The project also covers strengthening the prevention of corruption and due diligence in the private sector.
